1) The Japanese word Sakurai used here is "betabeta," which could be translated literally as "wet and clinging" - it can refer to rain-soaked clothing clinging to one's skin, or to a love-struck admirer hanging on his/her beloved's every word.
2) "Uchinuku" literally means "shoot through," as with a gun. It's unclear whether Sakurai means that the body of the narrator is shooting through the asphalt, or the raindrops are shooting through the asphalt like bullets. The ambiguity is surely deliberate.
3) The word here, "tobichiru," means "to scatter in different directions." I translated it as "helter skelter" here in honor of Siouxsie Sioux, who loved to use that phrase in Banshees lyrics (the Banshees also recorded a cover of The Beatles' song "Helter Skelter.")
